Orange County, NY Waste Disposal Guide

Where debris, junk, electronics, appliances and household hazardous waste go in Orange County, and when a dumpster or junk removal is the easier route.

Most people only think about where trash goes when they have a lot of it: a remodel, a roof, an estate, a move. This guide explains how disposal works in Orange County, NY, what the county's transfer stations handle, which items have special rules, and when it makes sense to rent a dumpster or book junk removal instead of hauling it yourself. Rules and rates change, so confirm with the facility before you go.

Orange County's Transfer Stations

Orange County's Division of Environmental Facilities and Services runs three transfer stations for residents: New Hampton (Station 1), Newburgh (Station 2) and Port Jervis (Station 3). According to the county's 2025 tipping-rate schedule, construction and demolition debris is accepted only at New Hampton, at $130.65 per ton with a $20 minimum for loads up to 300 pounds. The county's schedule lists weekday hours of 8 a.m. to 3 p.m. and Saturday hours of 8 a.m. to noon. The Newburgh station takes bagged household trash. Check the county's Environmental Facilities and Services page for current rates, accepted materials, holiday closures and any residency requirements before you load up.

Hauling It Yourself vs. Renting a Dumpster

Self-hauling can make sense for a pickup load or two. But a remodel or cleanout can mean many trips, each with a minimum fee and a weigh-in, plus the time, fuel, and wear on your truck. A roll-off dumpster puts the container in your driveway, and the hauler handles disposal and weighs the whole load once. For heavy, compact jobs like a bathroom gut or a single-layer roof, a 10- or 15-yard container is often the simplest option. See which dumpster size.

Items With Special Rules

Electronics

Since January 1, 2015, New York has banned disposal of covered electronic equipment in landfills, waste-to-energy facilities and trash. Covered equipment includes computers, monitors, TVs, printers and other peripherals, and small electronic equipment. Manufacturers must provide free recycling for consumers, and many retailers and collection sites accept them. Electronics can't go in a dumpster.

Refrigerators, freezers and AC units

Appliances with refrigerant need the refrigerant recovered by a certified technician before disposal, under the EPA's Clean Air Act Section 608 rules. Many haulers accept them for a fee, and some utilities and retailers run appliance recycling or haul-away programs.

Household hazardous waste

Paint, solvents, pesticides, pool chemicals, and cleaners shouldn't go in the trash or a dumpster. Orange County runs household hazardous waste and "Safe Scripts" collection events for residents. The county's fall 2026 event was Saturday, Oct. 24 from 9 a.m. to 3 p.m. in Highland Falls, free for residents, accepting old chemicals, cleaners, paint, pesticides and unwanted medications. Watch the county website for future dates.

Asbestos

Older homes can contain asbestos in some flooring, pipe insulation, siding, roofing and joint compound. New York's Department of Labor runs the state asbestos control program, and its Industrial Code Rule 56 generally requires an asbestos survey before demolition or renovation work in buildings built before 1974, with some exceptions. Suspected asbestos must be tested and, if present, removed by licensed abatement contractors; it can't go in a regular dumpster. For homes built before 1978, the EPA's Renovation, Repair and Painting rule requires contractors who disturb painted surfaces to be lead-safe certified and follow lead-safe work practices.

Tires, batteries and propane tanks

These don't belong in a dumpster. Tire retailers typically take used tires for a fee, auto parts stores often accept car batteries, and propane exchange locations or suppliers take tanks back.

Mattresses and bulky items

Mattresses, sofas and other bulky items are accepted by most haulers, sometimes with a surcharge. Check whether your town runs bulk pickup days.

Recycling and Reuse

Scrap metal has value, and scrap yards across the county accept it. Clean concrete, brick and asphalt can sometimes be recycled. Usable furniture, cabinets, doors and fixtures can go to reuse stores and charities. Separating these out can lower disposal costs on big jobs.
